Howard Fischer was recently quoted in an article on The Block "SEC lawsuits against Coinbase and Binance could result in massive payday for lawyers"

"If legal fees for both exceed $100 million, I would not be surprised," said Howard Fischer in an interview with The Block. Mr Fischer, a former trial counsel at the SEC, led the regulator's litigation into the London Whale scandal at JPMorgan Chase during his 9-year tenure at the agency. If the exchanges lose the lawsuits and congress fails to act, however, Mr. Fischer said that could shut down "crypto in the U.S. as it exists today."
