Howard Fischer spoke on a panel titled, "How Will Non-U.S. Entities Be Affected by the Trump Administration," at the New York State Bar Association’s 2025 Annual Meeting, Howard predicted a sea of regulatory changes within the cryptocurrency and trade spheres, all of which will make the next few years very busy. Howard suggests that the Trump administration is expected to take advantage of the Republican-controlled U.S. Congress to push crypto-friendly legislation, marking an end to the patchwork enforcement that has made the U.S. “a very hazardous jurisdiction for non-U.S. entities.” Fischer continued by stating that “enterprises can exist without the fear of being shut down by what is seen as an overly aggressive SEC.” Attorneys will need to pivot towards ensuring client compliance with the new regime, instead of defending them against enforcement cases. "There’s going to be an extension of traditional, regulatory regimes—Know Your Customer requirements, anti-money laundering requirements, as well as disclosure and custody rules—to digital assets," he said. “I’m sort of getting excited talking about this, because the U.S. is a huge market.”
