Samuel J. Servello is a partner at Moses & Singer LLP in the Healthcare Group. Sam’s practice focuses on healthcare law and taxation of not-for-profit entities. He advises hospital systems, long-term care facilities, health plans, pharmaceutical companies and banks on transactional matters, privacy issues and regulatory compliance. Sam also provides guidance on fraud and abuse issues and medical banking concerns. He has extensive experience negotiating research grants and clinical trial agreements; advising on the tax implications of clinical trials activities and issues relating to exemption from taxation; and assisting tax-exempt organizations obtain recognition of tax-exempt status, maintaining tax-exempt status and navigating the complexities of unrelated business taxable income, including income from conducting clinical research.
A former Chair of the Health Law Committee of the New York City Bar Association, Sam stays abreast of current developments in health law and plays an integral role in resolving cutting edge health law issues in the State of New York. Through his efforts with the City Bar’s Health Law Committee, he has been involved with advancing the use of information technology in the healthcare sector. Sam has also helped the State address issues around the establishment and expansion of medical homes in New York State; the lack of on-call specialists in emergency departments; privacy and security issues presented in the sharing of electronic health records; increasing organ donation through the revised New York Anatomical Gift Act; proposed legislative changes to increase of HIV testing in the State; and many other issues arising under New York and Federal law affecting the quality and delivery of, as well as payment for, health care services.
Sam was recently appointed to the Markle Foundation’s Health Information Exchange (HIE) Advisory Committee. The Committee is part of the “Markle Connecting for Health” public-private collaboration to enable secure and private information sharing. Sam is also a volunteer at Beth Israel Medical Center, where he serves as a member of Beth Israel’s On-Call Disaster Team in case of a large-scale disaster.
