Jill E. Anderson is a partner in the Healthcare practice at Moses & Singer. She has extensive experience in healthcare transactions and counsels biotechnology and pharmaceutical companies, contract research organizations, academic medical centers, teaching hospitals, and research foundations on regulatory and compliance issues related to research and the privacy and security of data.
Jill has significant experience drafting and negotiating transactional agreements and identifying regulatory and compliance risks related to research. She counsels in matters involving clinical trials, pre-clinical and translational research including therapeutics, diagnostics, genomics, proteomics, personalized medicine (pharmacogenomics), biorepositories, Medicare reimbursement, research misconduct, fraud and abuse issues, anti-kickback laws, and clinical trial disclosure and registration requirements.
Jill also provides strategic advice to a variety of health care clients on complex privacy and security issues related to electronic data management including HIPAA and HITECH; data mining, electronic health record development and implementation; deployment of electronic health record systems, affiliations and joint ventures between healthcare providers and vendors who service providers. She counsels clients on how to preserve, protect and recover electronic data as well as how to address potential and actual data security breaches and vulnerabilities.
Jill assists clients in defending against qui tam actions, developing and implementing policies, guidelines, and compliance strategies and in training staff on compliance issues.
Jill was formerly an attorney with two Harvard-affiliated academic medical centers, where she focused on regulatory and compliance issues related to clinical research. She began her career as an attorney with Hale and Dorr (now WilmerHale) in Boston.
