Who is David L. Glass?
David is Counsel to Moses & Singer’s Banking and Finance Group and Litigation Group, advising domestic and international financial institutions in all aspects of legislative, regulatory and transactional matters. David also serves Australia’s Macquarie Group Ltd. as Head of Risk Management Group Legal Affairs for the Americas, in which capacity he oversees the Group’s relationships with US bank regulators and advises senior management on the structuring of its activities to meet regulatory requirements. Moreover, he is an adjunct professor of law at New York Law School and Pace University School of Law, educating lawyers on banking, international banking, payment systems and administrative law. In 2009, David was appointed Associate Director of New York Law School’s newly-established Center on Financial Services Law, assisting in the development of courses and faculty for the School’s newly-accredited LLM degree in Financial Services Law.

For banks and other financial services organizations, David appears before federal and state regulatory authorities on matters ranging from the structuring of financial products and expansion applications, to regulatory compliance and enforcement actions. He represents a number of financial institutions throughout the country, providing advice as to ongoing compliance with insurance, banking and securities requirements on the state and federal levels and, when necessary, advises management as to their responsibilities related to such undertakings. David also serves as an expert witness for several banks in litigations involving banking and bank regulatory matters.

What is David’s background?
David is rated ‘AV’ by Martindale Hubbell for preeminent legal ability and highest ethical standards. He was previously in law practice with Clifford Chance US LLP, where he was responsible for counseling clients on matters involving bank regulation and compliance. As General Counsel of the New York Bankers Association, the trade group for New York’s banking industry, he helped shape the industry’s policy on federal and state banking law; worked closely with bank regulators on regulatory changes; and represented the New York banking industry in significant federal and state cases as party or amicus. David began his career at the Federal Reserve Bank of New York and at various times served as a staff attorney, Chief of the Credit Analysis Division and Assistant to the President. David served also as a special advisor to the New York State Banking Department regarding the impact of the Gramm-Leach-Bliley Act on the Department and state-chartered banks.
As co-author of Banking Regulation in the United States (3rd ed.) and editor of Savings Institutions: Mergers, Acquisitions and Conversions (Law Journal Press), the leading text in its field, David has published and spoken extensively on bank regulatory law and related topics. He served as Chair of the New York State Bar Association’s Business Law Section in 2007, and is currently Chair of the Association’s Banking Law Committee and Editor-in-Chief of its Business Law Journal. He is also a member of the Panel of Commercial Arbitrators of the American Arbitration Association.
