Daniel B. Rubin is an associate in the firm’s Healthcare and Privacy & Cybersecurity practices.

His practice concentrates on counseling clients in the healthcare and life science industries on matters arising in the context of clinical trials involving human subjects, including compliance with the Common Rule and federal drug and medical device regulations.

Dan also advises clients on compliance with federal, state, and international privacy and security laws concerning the transfer of identifiable health information, the provision of health care and the conduct of medical research.

He has experience advising in the context of qui tam actions brought under the False Claims Act and has conducted internal investigations into alleged violations of healthcare regulations and assisted in settlement negotiations with federal authorities. He also counsels clients on healthcare fraud and abuse issues, including compliance with the Stark law and the Anti-Kickback Statute. 

Before working at Moses & Singer, Dan was an associate in McDermott Will & Emery’s Health Industry Advisory Practice Group in Boston, MA. Before entering private practice, he clerked for The Honorable Juan R. Torruella of the United States Court of Appeals for the First Circuit.

Dan completed a dual-degree JD/PhD program at the University of Michigan with a focus on health law and policy. He also has a master’s degree in bioethics, with a concentration on the ethics and regulation of human subjects research. In addition, Dan has a basic science background, including experience with both benchtop biomedical research and studies involving human subjects.
